PBL (Problem/Project Based Leaning) with community collaboration in higher education institutions is increasing in the recent years. However, it is not easy to observe the learning effects of students who participated in the project. In this study, I tried to visualize the learning effects of community collaborative PBL through the index of fundamental social competencies, learning portfolio sheet, etc.

Case Study about the Human Resources Development supporting a New Public Commons

The New Public Commons Roundtable commissioned by Japanese government made a Declaration of New Public Commons in June of 2010. This paper reveals the background of New Public Commons and the present state of its practitioners. Accordingly, I depict the exemplar projects for the development of human resource of social business.The first chapter argues the changing structure of Japanese population, financial states of both national and local governments, decentralization of the society, and practical scale and scope of non profit organization, and the birth of so-called social businesses. Then, I will reconsider the background of the declaration and conclude that the declaration has its basis.The second chapter tries to clarify the present state of practitioners of the New Public Commons such as civic volunteers, non profit organizations. The third chapter argues the support system and programs for those practitioners. I will discuss firstly the qualification program of community public policy planner provided by the Consortium for Local Public Human Resources Development and secondly the Institute of Social Business Public Future School as examples of the concrete support system.

In the suburb areas of the capital and major cities in Japan, the number of elderly population is rising harshly while that of productive age is declining.
Although the budget of those local governments gets stringent, they are beginning to be requested to response properly to the diversified and complicated public needs according with the growing number of nuclear family and decreasing spirit of helping one another.
The present Hatoyama office is starting to cultivate leaders of "a New Form of Public Sector" since the development of human resource on the area is the most important issue.

官民連携による地域協働プラットフォーム

地域協働プラットフォームの構築に取り組んでいる埼玉県鶴ヶ島市の事例を通して、豊かな地域社会に向けた新しい公共空間の創造のあり方について、論じた。
市民による地域活動が活発とはいえ団体メンバーの高齢化も進み、今後の活動を活性化するには課題も多い。一方、首都近郊自治体では様々な経験や知見を有する団塊世代が地域に戻ってくる。また、これまでなかなか活動に参加しなかった若い世代も地域に関心を持ち始めている。しかしながら、これらの資源を地域課題にうまく結びつけるシステムが整ってはいない現状である。
このような現状を踏まえると、地域協働ポータルサイトを活用し情報を広く共有化し、地域課題の可視化、地域活動団体の活性化、議論・連携の促進、活動への気楽な参加、応援、寄附などによって、バーチャルとリアル双方のつながりでコミュニティ活性化を図ることが有益である。汗による参加・協働や寄附による参加・協働を促進するための仕組みとして、ポイントを発行し、参加・協働の足跡なども可視化したり、参加・協働の成果などを映像で配信するといった工夫も有効である。
鶴ヶ島市では、活動への参加や寄附に対するポイント発行を普及率の高い交通系ICカードを介して簡単に行えるようにしている。
官民の連携により、ソーシャルキャピタル醸成に向けた取組みが進められている。 -
『住民自治の視点らみた介護保険制度の分権性』（後編） Invited

1998年のいわゆるNPO法後も福祉NPOの活動には大きな変化がなかったが、2000年の介護保険法によって福祉NPOの環境は一変した。法人格を与える制度を創っただけではNPOは育たない。自立した活動のできる領域こそが求められていたことがわかる。
介護保険制度施行以降、毎年、NPOによる介護保険指定事業者が増加しつづけ、事業者全体に占める割合も増加していること、事業者となったNPOの殆どが制度施行前から市民活動団体として介護活動に携わっていたこと、介護報酬により財政基盤が整い、さらに活動を拡大している傾向にあることなど、介護保険制度によりNPO活動・市民活動が拡大していることを明らかにした。
介護保険制度5年目の見直しにあたり、制度の分権性をさらに高め、保険者機能を充実させることが求められる。 -
『住民自治の視点からみた介護保険制度の分権性』（前編） Invited

介護保険制度の分権性について、特に住民自治の視点から検証した。
前編では、介護保険事業の骨格を成す市町村事業計画への住民参加制度がどうなっているのか、実際市町村ではどのような手法で住民参加を取り入れたのか、検証した。
また、福祉NPO活動のミッション及び活動歴に着目して、福祉NPOの活動が住民自治意識に基づいていることを明らかにし、福祉NPOの活動が、住民自治とベクトルを同じくすることを示した。
続いて、ソーシャルキャピタルにも触れ、福祉ＮＰＯの活動がソーシャルキャピタルを育み、住民自治意識、ひいては民主主義を醸成していくことを示した。
