「公教育における宗教的中立性」の原則を実現するために、スペインの教育制度は、「学校の宗教教育」の拒絶ではなく許可という道を選択した。本研究では、まず「学校の宗教教育」の特徴を概念的に把握した。スペインの学校制度には「公立学校」、「政府の助成金を受ける私立学校」、「私立学校」の３種類がある。つぎに、「学校の宗教教育」の実態把握を目的として、これらの学校を実際に訪問し、義務教育課程における価値教育関連科目である「宗教」と「シティズンシップ教育」の授業を観察し、担当教員へ聞き取り調査を実施した。そして「宗教」と「シティズンシップ教育」の比較をとおして、「宗教」教科の具体的教育内容を把握した。

スペインの中学校における価値教育関連科目として、とくに「宗教」教科と「シティズンシップ教育」教科を本研究の対象とした。両教科の成立過程および関係を明らかにすること、そして両教科の教育実態を把握することを目的とした。前者を明らかにするために、現地の研究者と共同セミナーを開催した。後者に関しては学校訪問による授業観察や担当教員へインタビューをした。その結果、次に示す内容の研究成果を得た。スペイン憲法およびローマ教皇庁とスペイン政府との合意を確認した「教育に関する国際協定」(1979)を巡って解釈に多様性があり、それに伴って両教科の捕え方にも多様性がうまれたことを明らかにすることができた。またスペインは自治州国家であるため、そのことによりさらに両教科の役割や位置づけに多様性がみられる。むしろそのような多元的共存および対立構造そのものがスペインの価値教育の実態であることを指摘することができた。
